1 General Provisions 1.1 In order to strengthen the management of relay protection and safety automatic devices, ensure the safe and reliable operation of the power system, and in accordance with the relevant regulations of the national power industry on relay protection and safety automatic devices, as well as the requirements of XXXXXXX Company's "Management System for Electrical Equipment and Operation", and in light of the actual situation of XXXXX, these management rules are hereby formulated. 1.2 Relay protection and safety automatic devices (hereinafter referred to as relay protection) are important devices to ensure the safe operation of the power system, protect electrical equipment, and prevent the expansion of accidents. Great importance must be attached to the configuration, operation, and testing of protection devices. 1.3 The correct operation rate of relay protection is an important indicator of electrical management work. It is necessary to carefully carry out the statistics, analysis, and evaluation of protection device operations. 1.4 Fault recording is an important means to truly record accidents, identify accidents, and analyze the causes of accidents. Newly selected microcomputer-based protection devices should preferably have fault recording functions to facilitate the careful statistics, analysis, and evaluation of protection device operations. 1.5 Relay protection work is highly professional and technical. It must be undertaken by personnel who are dedicated, responsible, willing to study technology, possess a certain level of professional technical expertise, and have work experience. The relative stability of personnel should be maintained. 1.6 XXXXX sub-unit is the centralized management department for relay protection of XXXXX parent unit.
2.1.1 Responsible for the operation management, setting calculation, and technical management of relay protection for the parent unit XXX;
2.1.3 Statistics and analysis of protection device operations, organizing relevant personnel of the unit to promptly address any abnormalities in protection devices;
2.1.4 Responsible for the coordination of reasonable configuration, settings, and periodic testing of relay protection for the power system and external power grids;
2.2.2 Participate in the review of primary wiring diagrams, relay protection configurations, and related aspects of new construction, renovation, and expansion electrical projects within the jurisdiction;
2.2.4 Responsible for organizing training and learning of protection device technical knowledge for employees of this user unit XXX;
3.1 Basic relay protection work should have the following materials: 3.1.1 Primary wiring diagrams of the power system, impedance diagrams of the power system, secondary wiring diagrams, and user manuals and technical data of protected equipment; 3.1.3 Protection device manuals, microcomputer protection logic diagrams, application guides, and debugging software; 3.1.4 Relay protection setting ledger (including equipment capacity, current and voltage transformer ratios, wiring methods, relay protection device models, protection settings, control values, etc.) and password management ledger; 3.1.5 System relay protection configuration diagrams; 3.1.6 Relay protection setting notices, test reports (including protection devices); 3.1.7 Protection device management systems, electrical equipment operation and testing procedures; 3.1.8 Records of protection device operations, summaries, and notices for enabling/disabling protection devices; 3.1.9 Annual testing plans for protection devices; 3.1.10 Records related to fault recording.
3.2 Relay protection setting management 3.2.1 The setting calculation of relay protection shall comply with the provisions of the "Code for Operation and Setting of Relay Protection Devices in 3~110kV Power Grids" (DL/T584); 3.2.2 All protection settings for electrical equipment in 6kV and above power systems must be filled in the "Relay Protection Setting Notice" and reported to the parent unit XXX for instructions before implementation; 3.2.3 The formulation and modification of relay protection settings should use the fixed-format "Relay Protection Setting Notice", which shall be calculated and reviewed by the relay protection engineer of the parent unit XXX before issuance for implementation, and the completion of testing shall be tracked;
3.2.4 After receiving the "Relay Protection Setting Notice", test personnel shall carry out relay protection settings and tests according to the requirements on the notice. After completion, they shall fill in the test details completely and return the "Relay Protection Setting Notice" to the relay protection engineer for photocopying and filing. If there are special circumstances or objections to the settings, they should promptly state the reasons to the relay protection engineer, who will re-verify. If changes are needed, re-approval is required. 3.3 Protection device testing management
3.3.1 According to the testing cycles specified by the power industry, and in combination with the "three determinations" arrangement of primary equipment and production conditions, reasonably arrange testing plans and submit them to the competent leader of the parent unit XXX for approval; 3.3.2 On-site testing must comply with the provisions of the "Safety Regulations for Electrical Work", fulfill the work permit procedures, and confirm that test conditions are met before conducting tests. Test personnel shall not perform switching operations on primary equipment. Test personnel should be familiar with the contents of the notice, verify whether the given settings are complete, whether the transformer parameters match the site, whether the control words are set according to the protection type, and whether the trip and alarm outputs are consistent with the actual wiring. During testing, more than three points should be taken to verify the correctness of the characteristic curve. After each test, test personnel should comprehensively check whether the entered settings and configurations are completely consistent with the "Relay Protection Setting Notice". If any inconsistency is found, correct it promptly and redo the test. Only after confirming that the test is completely consistent with the plan can it be delivered for power transmission operation; 3.3.5 When secondary wiring needs to be removed during testing, records and marks must be made, and after the work is completed, it should be restored as originally, with screws firmly tightened and wiring carefully checked. Test records should be carefully made during the testing process, original test records should be preserved, and test reports should be organized promptly after testing. Reports that pass the test should be submitted to the relay protection engineer for review within one month; if the test fails, it should be immediately reported to the relay protection engineer for handling. The relay protection engineer shall complete the review within one week after receiving the test report and archive it; 3.3.7 Testing units should be equipped with complete dedicated test instruments, complete set test devices, and test power supply equipment. The accuracy class and technical performance of test instruments should meet specification requirements and be regularly calibrated to ensure the accuracy of test quality; 3.3.8 On-site testing must be conducted by technically skilled personnel with appropriate qualifications. Before testing, they should be familiar with the relevant regulations and testing methods, and accurately judge the test results; 3.3.9 Before testing, risk assessments and relevant safety protection measures should be carried out. During testing, the safety of test personnel and test equipment must be ensured, and the testing process must be supervised. 3.4 Relay protection management for new construction, renovation, and expansion projects 3.4.1 Engineering design must be considered comprehensively from the entire system, with corresponding designs for relay protection changes. The selection, configuration schemes, and schematic diagrams of protection device designs should comply with relevant regulations, and design drawings should be jointly reviewed by the parent unit XXX; 3.4.2 The parameters of new electrical equipment and lines should be actually tested before being put into operation, in accordance with the provisions of relevant infrastructure project acceptance regulations; 3.4.3 When primary equipment is put into operation, the required electrical primary...
